Carina and the regulator's portal do different jobs.
Many regulators take license applications through their own filing portal. Carina is where you prepare what goes into it: the checklist, the documents, the signatures and the answers to the regulator's questions. You file through the portal yourself; Carina never sends anything to a regulator.

What you do in Carina
- Work through the regulator's checklist in its order, with an owner and a due date on every item, and add any requirement your own review finds.
- Invite outside counsel as an adviser. They comment and review documents; your own people close each item.
- Send each director a private link to their fit-and-proper pack. They answer, upload their documents and sign with a code sent to their email.
- Have the AI review flag gaps between your policies and each requirement, quoting the document. Your team decides what to fix.
- Freeze the submission once every item is closed: every file in the regulator's order, with an index, a manifest and a SHA-256 fingerprint for each file.
- Log the regulator's questions as they arrive and draft answers that cite your own documents. A named person approves each answer.
- Record the approval letter and turn each condition into a dated obligation with an owner.
What it doesn't do: send anything to a regulator, connect to a regulator's portal, give legal advice or decide anything for you.
Run by the regulator
What happens in the portal
Each regulator sets how it takes applications. Where it runs a portal, that's typically where you:
- Complete the regulator's own forms and declarations
- Upload the files from your submission pack
- Pay the regulator's fees
- Receive the regulator's questions and its decision
- File returns and notices once you're licensed
Follow the regulator's own instructions for what it needs and how to file.
How they fit together
The regulator sees only what you file. Preparing first means your team, counsel and directors have finished and signed off before anything goes in, and you can show exactly which version you filed.
